City Comprehensive Plan
The City of Roseau has been in the process of developing a comprehensive plan to guide the growth and development of the community as a whole. The comprehensive planning process began in 2000 and was well underway at the time of the 2002 flood. As a result, much of the planning effort undertaken at the City Council level were used as a basis for the development of the Minnesota Design Team's: Roseau-Vision for the Future planning study done shortly after the catastrophic flooding of 2002 that guided reconstruction efforts in the City from 2002-09. After the reconstruction efforts were completed, the Roseau City Council revisited the comprehensive planning process and completed the Roseau Comprehensive Plan adopting the following plan in March of 2011.
