Business & Miscellaneous Licenses

The Roseau City Clerk's office and Police Department oversee the licensing of a number of activities in the City of Roseau.  

Liquor Establishments:  The City of Roseau provides a limited number of liquor licenses for purchase by qualified retail establishments within the city limits.  The City follows Minnesota Statutes in the administration of Liquor Licenses.  Contact the Roseau City Clerk's Office (218) 463-1542 for more information on Liquor licensing.

Cannabinoid Products: The City of Roseau provides licensing and special regulations for the sale of cannabinoid products (THC infused drinks and edibles) within the city limits. A cannabinoid license must be obtained from the City of Roseau for the sale of any THC infused products. All cannabinoid merchants must also be registered with the State of Minnesota. Cannabis Sales: The City of Roseau has a moratorium on the sale of cannabis in the City of Roseau until January 2025.  

Transient Merchants:  Transient merchants are required to obtain a permit from the City Clerk's Office in order to do business within the City Limits. The Roseau City Clerks Office is located at 121 Center Street E; Suite 202.  Contact 218-463-1542 for more information.

Pets:  All dogs and cats within the City of Roseau require licensing.  Dog and cat tags also assist the Police Department in being able to return lost pets. Lifetime tags can be obtained at the Roseau Police Department located at 114 2nd Street NE.  Contact (218) 463-3129 for more information.
